中英社评/监控日本排核污 食品安全严把关

  日本m88不顾本国民众和国际社会的强烈反对,最快于下月向太平洋排放福岛核电站的核污水,充分暴露其极度自私的本质,不惜以邻为壑,严重威胁海洋生态和人类健康安全,可以说是与全人类为敌。对于日方一意孤行,特区m88和社会各界除了要坚定站在国际道义一边,予以谴责和抵制,更要持续而严密监察日本食品和海洋生态,必要时采取果断措施,有效保障市民健康。

  日本福岛第一核电站在2011年“3.11”大地震中发生核洩漏,东电其后用大量海水冷却熔化的核反应堆,这些污水被放入储存罐中,多年累积下来,核废水已达130多万吨。日本m88处理核废水有多项选择,例如将之长期密封储存,埋入地下,或待其自然衰变后再处理。然而,日本m88捨正途而弗由,决意直接向太平洋排放,这是成本最低的做法,也是最不负责任的做法。核废水含有大量放射性物质,排放后将污染附近的海洋生物,有研究指出,大约七年至十年后,全球海洋生态都无法幸免,并通过食物链,危害全人类。

  日本m88为了排核污水,采取了很多掩耳盗铃的手段,譬如诡称核污水经过“处理”后已经安全,不会造成生态灾难云云。日本早前举行G7峰会期间更提供福岛食品,企图让与会的大国领袖为其排核污水“背书”,当时已遭到德国环境部长的“打脸”。事实上,不管日本如何鼓舌如簧,如何搞小动作,都掩盖不了核废水有害的事实,也蒙骗不了全明升体育的人民。

  日本民众团体近日发起“东京行动”,强烈抗议日本m88和东电公司强行推进核污水排放计划。日本传媒纷纷发表评论,指出核污水对人体健康的影响疑云未消,在安全性得到充分确认和建立起严格监察体系之前,不应该强行推进排海计划。国际社会强烈敦促日方采取负责任行动。多国专家指出,核污水排海计划不是日方的私事,而是关乎全球公众健康的重大问题,太平洋不是日本倾倒核污水的下水道。太平洋岛国论坛期间,有专家尖锐指出,日本排海计划在技术上落后于时代,在生态伦理上不正当,敦促“日方三思而后行”。斐济代总理卡米卡米加反问,如果经过“处理”的核废水如此安全,日本为什么不在自己的m88、在本国农业等领域利用这些核废水?可谓一针见血。

  国际原子能机构近日召开理事会,中方代表严厉批评日本无视本国国民及明升体育各国的合理关切,强行排放核污水是极不负责任,是将核事故污染风险转移到邻国及周边环境,进而导致全明升体育及全人类受到二次伤害。m88代表了国际正义之声,体现了大国责任。反观美国,则是处处替日本开脱。

  特区环境及生态局官员日前回应立法会议员质询时表示,如果日本一意孤行,香港会收紧日本进口食物管制,特别是涉及福岛附近地区的水产品。食物安全专员也指出,m88有跨部门工作组,已加强人手严阵以待,并购买新设备增加检测能力。必须指出,没有什么比健康更重要,大家期待特区m88采取果断行动,切实保障港人食品安全!

Monitoring Japan's discharge of nuclear-contaminated water and keeping a close eye on food safety

  In spite of strong opposition from its own people and the international community, the Japanese government is set to release nuclear-contaminated water from the destroyed Fukushima nuclear power plant into the Pacific Ocean next month the soonest. This fully exposes its extremely selfish nature by not hesitating to seek its own interests at others' expense and to seriously threaten the safety of marine ecosystems and human health, making itself an enemy of all humankind. Given that Japan persists in getting its own way, the SAR Government and whole society must firmly stand on the side of international morality to condemn and oppose Japan's move and, more importantly, continuously and closely monitor food produced in Japan and the marine ecosystems concerned, and take resolute measures whenever necessary to effectively protect citizens' health.

  A nuclear leakage accident occurred at Japan's Fukushima Daiichi Nuclear Power Plant during the powerful earthquake and tsunami on 11 March 2011. In the aftermath, Tokyo Electric Power Company (TEPCO) used a large quantity of sea water to keep the meltdown nuclear reactors cool, which then was contained in storage tanks. Accumulated over the past years, such nuclear-contaminated water has now reached over 1.3 million tonnes. There are several alternatives for the Japanese government to dispose the radioactive water. For example, the water tanks could be permanently sealed and buried underground or the nuclear wastewater would not be dealt with until its natural radioactive decay. However the Japanese government declines to get on the right track but instead decides to directly dump the contaminated water into the Pacific Ocean, which is the lowest-cost yet most irresponsible way. Nuclear-contaminated water contains a lot of radioactive substances, so it will pollute marine life nearby when released into the sea. According to some study, about seven or 10 years later, none of all global marine ecosystems will be spared, and through the food chain, the pollution will cause harm to the whole of humankind.

  In order to discharge the contaminated water, the Japanese government has used many ruses, such as speciously arguing that the contaminated water is safe having been treated and won't cause any ecological disaster, and so on and do forth. Japan even provided food products from Fukushima during the earlier G7 Summit in an attempt to have its plan to discharge the contaminated water "endorsed" by leaders of the big powers. However, it was "face-slapped" right on the spot by Germany's Federal Minister for the Environment. In truth, no matter how glibly Japan may talk and whatever tricks it may use, it can neither cover up the fact that nuclear-contaminated water is harmful nor deceive peoples all over the world.

  Japan's mass organisations launched Tokyo Action recently to strongly protest against the Japanese government and TEPCO for carrying out their plan to discharge the contaminated water regardless of opposition. Japanese media outlets have published commentaries one after another to point out that, given the lingering suspicion about radioactive water affecting human health, the plan to dump the contaminated water into the sea should not be pushed ahead until its safety is fully confirmed and a strict supervision regime is established. The international community strongly urges the Japanese side to take a responsible action. Specialists from several countries have pointed out that dumping radioactive water into the sea is not a private matter for Japan alone but a major issue concerning global public health, and the Pacific Ocean by no means is Japan's sewer. At the Pacific Islands Forum earlier, some specialist sharply pointed out that Japan's plan to release radioactive wastewater into the sea is behind the times and illegitimate when environmental ethics are concerned, and urged the Japanese side to "think twice". Fiji's Acting Prime Minister Manoa Kamikamica asked a rhetorical question: If the "treated" nuclear wastewater is so safe, why would Japan not make use of such water inside its own country, in its own agriculture and other domains? This really hits the nail right on the head.

  At a recent meeting of the International Atomic Energy Agency (IAEA) Board of Governors, a Chinese representative severely criticised that it is extremely irresponsible for Japan to proceed with its nuclear-contaminated water discharge plan in spite of its own people's and other countries' reasonable concerns. The move is to shift the pollution risks of the nuclear accident to its neighbouring countries and surrounding environment and furthermore to inflict secondary damage to the whole world and humankind. China represents the international voice of justice, taking up the responsibility as a great power. The United States, on the other hand, tries to get Japan off the hook in every possible way.

  Japan is one of Hong Kong people's favourite travel destinations and Japanese food products are quite popular in Hong Kong and, as a result, Japanese restaurants have mushroomed in the city. It is because of this, Hong Kong citizens are even more obliged to stand on the side of our country and the international community to firmly oppose Japan's plan to discharge nuclear wastewater into the sea, and also must concern themselves with what the SAR Government would do to ensure our food safety.

  Speaking at the Legislative Council (Legco) days ago, an official with the SAR Environment and Ecology Bureau said that Hong Kong would strengthen control on imported food products from Japan especially seafood from Fukushima and nearby areas. Controller of the Centre for Food Safety also said a joint government task force has already increased manpower and stands ready, and the government has also purchased new equipment to enhance food testing capability. It must be pointed out that nothing is more important than health. We look forward to the SAR Government taking resolute actions to effectively protect food safety for Hong Kong people!
